Requires municipalities to allow child care centers (including group child care centers, infant/toddler programs, preschool programs, school-age programs, and night care programs) to operate by right on commercially zoned land, provided they meet state licensing requirements

Permits family day care homes and group family day care homes by right as accessory uses to any residential property, including in accessory structures up to 950 square feet, without local site plan review

Prohibits municipalities from adopting or enforcing zoning ordinances that impose requirements different from state Department of Health and Human Services child care licensing rules

Exempts buildings being converted to child care centers from setback, height, and frontage requirements if the building's floor area, height, and setbacks remain unchanged

Allows municipalities to restrict child care centers only in industrial/manufacturing zones where incompatible with existing uses, and permits site plan review only for structures exceeding 5,000 square feet

Takes effect July 1, 2026
