Prohibits any person from willfully or negligently blocking, obstructing, or impeding the normal operation or accessibility of a public crosswalk

Defines obstruction to include parking or standing vehicles that encroach on crosswalks, placing objects/signage/temporary structures within marked crosswalks, and engaging in conduct that prevents or delays pedestrians from safely crossing

Exempts emergency vehicles and personnel acting in official duties, as well as temporary closures authorized by municipal or state authorities

Establishes fines of up to $250 for first offense and up to $500 for subsequent offenses

Takes effect 60 days after passage
