Grants election moderators sole discretion to perform hand counts of votes in any race during any election to verify that tabulator machines are accurately counting ballots

Establishes that hand count totals prevail over machine totals when discrepancies exist, and moderators must use hand count results to certify the election in that race

Requires moderators to report to city or town clerks when hand counts are used instead of machine counts, including detailed documentation of both totals, both election results, and the difference between them

Mandates that when hand count results replace machine results, the original machine results must also be reported as an addendum to the election return

Takes effect 60 days after passage
