Requires insurers to reimburse telemedicine services at the same rate as equivalent in-person services when the telemedicine code is substantively equivalent to an in-person code

Authorizes administrative fines of up to $2,500 per violation for insurers who fail to comply with telemedicine coverage requirements

Allows the insurance commissioner to suspend or revoke an insurer's certificate of authority or license for violations

Creates a private right of action for aggrieved individuals when an insurer has violated telemedicine coverage provisions 3 or more times within a 5-year period, with recovery of court costs and attorney's fees

Takes effect January 1, 2027
