Executive branch agencies must base all contracting and investment decisions solely on providing direct benefits, services, or goods to New Hampshire citizens

Agencies are prohibited from awarding or renewing contracts, or making investments, unless the primary and exclusive purpose directly benefits state residents

Agencies cannot consider interests, policies, or objectives that are extraneous to or inconsistent with directly benefiting New Hampshire citizens

Compliance with federal law requirements and participation in multistate/federal programs that benefit NH citizens remains permitted

All agency contracts must include a certification of compliance with these requirements, with the director of procurement developing a standard certification form
