Revises procedures for the Joint Legislative Committee on Administrative Rules to review, approve, conditionally approve, or object to proposed agency rules within 60 days of final proposal filing

Establishes that rules expire 10 years from their effective date unless amended, readopted, repealed, or the agency loses statutory authority for the rule

Transfers certain administrative functions to the "director of the division of administrative rules for the office of legislative services" and removes references to the commissioner of administrative services

Clarifies definitions and procedures for emergency rules (effective upon filing, limited to 180 days), interim rules, expedited rule repeals, and amendments to forms and incorporated documents

Requires agencies to provide public notice at least 20 days before hearings, file cross-reference tables identifying statutory authority for rules, and report on public comments received including explanations for comments not incorporated into final rules
