Mandates disclosure of all pre-buy fees, tank rental fees, and ancillary charges in plain language within contracts and solicitations

Requires dealers to reimburse consumers for undelivered pre-purchased fuel and prorated pre-buy fees within 30 days after contract ends

Gives dealers 60 days to remove their rented storage tank after receiving written or electronic notice from a consumer discontinuing service, or transfer ownership to consumer or another dealer

Prohibits dealers from charging rental fees for propane tanks owned by another company or the consumer; violations constitute unfair or deceptive trade practices under RSA 358-A
