Mandates that all committee meetings be broadcast live on the general court website and recorded for public access

Requires all agendas, minutes, and reports from committee meetings to be posted on the Department of Education's website

Maintains the committee's existing structure of 5 legislators (2 senators, 3 representatives) with bipartisan representation and annual reporting requirements to the general court
