Allows companion animal owners to recover up to $5,000 in non-economic damages when someone intentionally or negligently causes the death of their pet

Non-economic damages are limited to compensation for loss of companionship, love, and affection

For negligent acts (as opposed to intentional), the incident must occur on the owner's property while the animal was under the control of its owner or caretaker

Exempts nonprofit entities and government agencies acting on behalf of public health or animal welfare, licensed veterinarians in professional negligence cases, and lawful killings of dogs authorized under other statutes

Takes effect January 1, 2027
