Suspends the existing open enrollment schools statute (RSA 194-D:1 through 194-D:7) upon passage until the final date of the legislative session following the commission's report submission

Commission must develop an open enrollment system addressing state funding mechanisms, equitable access for all students, transportation and special education responsibilities, enrollment processes complying with civil rights laws, and a funding algorithm preventing direct invoicing between schools

Commission's first meeting required within 30 days of the act's effective date, with a final report due by September 1, 2027, to be sent to legislative leadership and the education commissioner

Commission automatically repeals on September 1, 2027 after completing its work
