Establishes the Organic and Food Waste Diversion Commission within the Department of Environmental Services to provide feedback and advice on rulemaking and timelines for a food waste diversion program

Commission membership includes 3 House representatives, 2 senators, and representatives from NH Recycles, Conservation Law Foundation, publicly owned landfills, NH Grocers Association, NH Hospital Association, NH Municipal Association, the university system, and citizens with environmental science or public health backgrounds

Commission responsibilities include assisting with food waste management planning, identifying businesses subject to regulations, locating food banks and diversion methods, providing educational outreach to municipalities, schools, and businesses, and overseeing grant opportunities for compliance

Organizational meeting required by November 1, 2026, with initial report due November 1, 2027, and annual reports thereafter to legislative leadership, the governor, state library, and solid waste working group

Takes effect 60 days after passage
