Establishes a multi-agency task force to study whether New Hampshire should implement a Residential Property Assessed Clean Energy or Resiliency (R-PACER) program, which would help homeowners finance flood resilience and clean energy improvements on their properties

Task force members include executives or designees from the NH Business Finance Authority (chair), NH Housing Finance Authority, Department of Business and Economic Affairs, and Community Development Finance Authority

Requires the task force to review lessons learned from the existing Commercial PACER (C-PACER) program, examine R-PACER programs in other states, and evaluate consumer protections, lender assessments, underwriting criteria, and contractor oversight requirements

Task force must hold its first meeting within 45 days of the act's passage and submit findings and legislative recommendations by June 30, 2027, with a goal of introducing enabling legislation by fall 2027

The task force provision automatically repeals on June 30, 2027, after the report deadline
