Allows school administrative units (SAUs) composed of multiple school districts to adopt budget caps through a 3/5 majority vote of voters across all member districts

Sets the annual budget cap formula as: overhead cost per student multiplied by total average daily membership, plus an annual inflation adjustment (either a fixed percentage or based on a published inflation index)

Requires a 3/5 majority vote across all member school districts to approve any SAU budget that exceeds the adopted budget cap; if the supermajority is not achieved, the capped budget amount is automatically adopted

Establishes procedures for placing budget cap adoption or rescission questions on school district warrants, including public hearing requirements at least 15-30 days before the vote

Provides ballot handling, vote certification, and recount procedures for SAU budget votes, with results delivered to the moderator of the school district holding the latest annual meeting
