Transfers rulemaking authority for customer energy storage system installation and interconnection from the Public Utilities Commission to the Department of Energy

Allows the Public Utilities Commission to approve tariffs and issue orders regarding the use of and utility compensation for energy storage systems, provided they are consistent with Department of Energy rules

Removes language that previously prevented the bill from affecting existing electrical permit requirements and licensing/certification requirements for installers, manufacturers, or equipment

Maintains that the legislation does not alter net energy metering principles under RSA 362-A:9

Takes effect immediately upon passage
