Increases the annual mooring fee for moorings not in a congregate mooring field from $25 to $50, matching the fee charged for congregate mooring field moorings

Directs $25 of each non-congregate mooring fee to the Cyanobacteria Mitigation Loan and Grant Fund (RSA 485-A:61), with the remaining $50 continuing to go to the Navigation Safety Fund

Estimated to generate $68,750 to $80,000 annually for the Cyanobacteria Mitigation Fund based on 2,750 to 3,200 inland waterway moorings requiring registration

Funds will support competitive grants or loans to municipalities and nonprofit lake or watershed associations for projects preventing or mitigating cyanobacteria blooms

Takes effect July 1, 2026
