Prohibits law enforcement from publicly releasing mugshots of individuals arrested for nonviolent offenses until after conviction, classifying such photographs as investigatory records exempt from public records law (RSA 91-A)

Defines "violent offense" as any felony or class A misdemeanor involving the use, attempted use, or threatened use of physical force against a person

Allows pre-conviction release of mugshots for nonviolent offenses if the subject poses an immediate public safety threat or has failed to appear in court/committed subsequent offenses while on bail and cannot be located through other means

Exempts individuals determined to be unlawfully present in the United States from these protections, allowing their mugshots to be released regardless of conviction status

Requires law enforcement agencies to document all mugshot releases, including date, recipient, and reason, while preserving ability to share photographs with other agencies, prosecutors, and witnesses for law enforcement purposes
