Creates a new "absentee ballot certificate" that the Secretary of State must prepare and distribute to each town or ward clerk in 3 copies

Requires the moderator and clerk to certify on the certificate the total number of absentee ballots received and various counts when absentee ballots are processed

Mandates tracking of seven specific absentee ballot metrics: total received, total mailed out, spoiled before election day, remaining before polls open, cast on election day, used as official election day ballots, and remaining at close of polls

Distributes the three certificate copies to the moderator, the clerk, and the Secretary of State (with election returns)

Takes effect 60 days after passage
