Removes the Board of Registration in Optometry's authority to modify or approve the list of pharmaceuticals that optometrists can use, leaving the existing statutory list in place

Repeals the Board of Accountancy's authority to establish administrative fines through rulemaking

Takes effect 60 days after passage
