Creates a new special fishing license allowing New Hampshire residents under 18 years of age to take and transport freshwater fish without paying a fee upon presenting proof of age

Eliminates approximately $235,000 per year in revenue currently collected from 16- and 17-year-old fishing licenses, with $230,000 going to the Fish and Game Fund and $5,000 to the Fisheries Habitat Management Account

Requires a one-time new license development fee of less than $10,000 in FY 2027, plus potential ongoing costs of $10,000 to $30,000 per year for license production at $2 per license

Takes effect 60 days after passage
