Requires FACTS to prepare an alternative budget proposal showing recommended changes to proposed budgets, which must be included in warrant articles alongside the governing body's proposed budget

Grants FACTS authority to place warrant articles on the ballot, participate in public budget hearings, and present recommendations on each warrant article at annual meetings

Voters may propose adoption of the FACTS budget as an amendment to the operating budget warrant article at annual meetings
