Amends the Board of Licensing for Alcohol and Other Drug Use Professionals composition from 4 master licensed alcohol and drug counselors to 3, and increases licensed alcohol and drug counselors from 1 to 2

Eliminates the "licensed clinical supervisor" (LCS) license category entirely, repealing its definition, scope of practice, initial licensing requirements, and continuing education provisions

Restricts protected professional titles to only "master licensed alcohol and drug counselor" (MLADC) and "licensed alcohol and drug counselor" (LADC), removing LCS designation

Takes effect 60 days after passage with a fiscal impact of less than $10,000 per year through fiscal year 2029
