Allows any person to petition an agency to repeal or modify occupational regulations or public service restrictions, with agencies required to respond within 90 days

Creates a judicial remedy allowing petitioners to file suit in superior court if their petition is not favorably acted upon within 90 days, with plaintiffs eligible for attorney's fees and injunctive relief if they prevail

Preempts all inconsistent local rules, regulations, and ordinances regarding occupational licensing, declaring them null and void
