Grants the committee authority to subpoena witnesses, records, and documents, hold hearings, take testimony, and gather evidence related to the investigation

Requires the committee to hold its first meeting within 30 days of the act's effective date and submit findings and recommendations by November 1, 2026

Committee funding will come from the legislative budget, and the act takes effect upon passage
