Creates public access requirements for absentee and UOCAVA (Uniformed and Overseas Citizens Absentee Voting Act) voter records, including voter name, domicile address, mailing address, voting district, voter ID number, and ballot request/issuance/receipt dates and status

Protects certain information for military UOCAVA voters by prohibiting disclosure of overseas mailing addresses, telephone numbers, email addresses, and other electronic contact information used for ballot delivery

Requires election officials to make voting records available for inspection or electronic access within one business day of receiving a request

Establishes penalties for election officials who knowingly refuse to provide access to records: violation with up to $1,000 fine for first offense, misdemeanor for subsequent offenses, and potential injunctive relief through the attorney general

Takes effect January 1, 2027
