Authorizes two or more contiguous municipalities to enter into compacts creating intermunicipal governing authorities to jointly provide services such as public safety, water and sewer, solid waste, housing, planning, and transportation

Establishes that governing boards consist of representatives appointed by each member municipality and function as political subdivisions of the state with only powers expressly delegated in the compact

Grants intermunicipal authorities power to employ staff, acquire property, issue debt (with member approval), adopt budgets, collect contributions from members, and apply for grants

Requires member municipalities to appropriate funds for their share of authority budgets and prohibits independent taxing power unless expressly granted by the legislature

Allows municipalities to withdraw per compact terms and provides for dissolution by concurrent majority vote of all member legislative bodies; subjects authorities to Right-to-Know law (RSA 91-A) and municipal budget law (RSA 32)
