Prohibits health care facilities licensed in New Hampshire from refusing referrals from independent and outside primary care providers when both the facility and specialist accept the patient's insurance

Authorizes the attorney general to enforce the referral requirement

Imposes a $100,000 civil fine per violation for health care facilities that refuse qualifying referrals

Allows revocation of nonprofit status under state law for nonprofit health care facilities that violate the referral requirements

Takes effect 60 days after passage
