Establishes uniform statewide standards for home-based businesses, preempting local municipal ordinances that impose more restrictive requirements such as 2-client caps, family-only employee rules, or blanket signage bans

Allows "no-impact" home businesses (not visible from public roads, no customer visits, typical deliveries) by right in all zoning districts with no permits, licenses, or reviews required

Permits "low-impact" home businesses by right if they meet specific standards: up to 4 non-resident employees on-site, customer visits between 7 a.m. and 9 p.m. (up to 20 per day), one sign up to 6 square feet, and outdoor storage up to 200 square feet if screened

Limits enforcement to complaint-based actions only, requires 15-day written notice before citations, caps civil penalties at $100 per day after the cure period, and prohibits criminal penalties

Takes effect January 1, 2027, and does not affect private covenants or homeowners' association rules enforceable under contract law
