Authorizes the Division of Motor Vehicles to issue special registration plate symbols for licensed amateur radio operators, available for private passenger vehicles, recreational vehicles, and motorcycles

Requires applicants to hold a valid FCC amateur radio license and pay an $85 special registration plate symbol fee annually, in addition to standard registration fees

Allows the symbol to be combined with vanity plates upon payment of both the $85 symbol fee and the vanity plate service fee

Deposits revenue after production and administrative costs into the highway fund to support public safety communications infrastructure and emergency preparedness initiatives

Takes effect January 1, 2027, with estimated one-time implementation costs of $28,000 to $55,000 for system changes and plate creation
