Eliminates the default budget provision for towns using the official ballot referendum (SB2) form of meeting, removing the automatic fallback budget that currently takes effect when voters reject the proposed operating budget

Requires the governing body to hold a mandatory special meeting if the operating budget fails at the annual meeting, rather than allowing the default budget to automatically take effect

Prohibits the special meeting budget proposal from exceeding the amount of the operating budget that was rejected by voters at the annual meeting

Establishes that if voters also reject the budget at the special meeting, the adopted budget becomes the previous year's budget reduced by 10 percent

Repeals existing statutes related to default budget posting requirements and delegation of default budget determination to budget committees
