Requires cities, towns, village districts, and school districts to approve membership dues for municipal associations (including the New Hampshire Municipal Association) through a recorded roll call or ballot vote of the legislative body

Mandates that municipal associations receiving public funds and engaging in lobbying must provide members with an itemized statement of lobbying budget allocations and separate dues amounts for lobbying versus non-lobbying services at least 60 days before any dues payment

Requires a separate two-thirds supermajority recorded vote to appropriate public funds specifically for the lobbying portion of municipal association dues

Prohibits municipal associations from denying access to non-lobbying services to municipalities that decline to fund lobbying activities

Takes effect 60 days after passage
