Establishes a 7-member Legislative Commission on Municipal Association Oversight to provide legislative oversight of the New Hampshire Municipal Association (NHMA), a private nonprofit funded through municipal dues from taxpayer funds

Requires NHMA to submit annual audited financial statements, Form 990 filings, and itemized expenditure reports detailing salaries, lobbying costs, legal services, training, and administrative expenses within 90 days of fiscal year end

Mandates at least one annual public hearing where NHMA must present its finances, activities, and legislative priorities to the commission

Automatically prohibits NHMA from lobbying or legislative advocacy if required reports are not filed by the deadline, with the ban continuing until reports are submitted and accepted

Authorizes the commission, upon a 5-member vote, to suspend NHMA's lobbying activities for up to one year if the organization materially fails to comply with reporting requirements or acts contrary to member municipalities' interests
