Establishes a 7-member commission to study the need for and feasibility of reestablishing a state psychiatric hospital for adults with severe and persistent mental illness in New Hampshire

Commission membership includes 3 House representatives, 2 senators, and one representative each from the Department of Health and Human Services and Department of Corrections

Commission must review New Hampshire Hospital's current capacity, examine populations cycling through jails, emergency rooms, homeless encampments, and crisis beds, and evaluate costs, staffing, and potential sites for a new long-term inpatient facility

Commission will consider best practices from other states and solicit input from law enforcement, hospitals, families, and mental health professionals

Report with findings and legislative recommendations due by November 1, 2026, after which the commission automatically dissolves
