Modifies cooperative school district withdrawal procedures to require only voters in the withdrawing district to approve withdrawal, eliminating the requirement for approval by voters across the entire cooperative district

Changes the voting threshold for withdrawal approval from a simple majority to a 3/5 supermajority of voters present and voting in the withdrawing preexisting district

Establishes that a 3/5 supermajority vote in favor of withdrawal in the withdrawing district constitutes conclusive evidence of withdrawal when certified by the State Board of Education

Removes the provision that allowed remaining cooperative district voters to block withdrawal with a 3/5 supermajority negative vote

Takes effect 60 days after passage
