Creates the "Third-Party Litigation Funding Transparency Act" (RSA 294-F) to regulate commercial litigation financing agreements and lawyer financing agreements in New Hampshire

Prohibits commercial litigation financiers from entering agreements with foreign entities or countries of concern, including those on U.S. sanctions lists or designated as foreign adversaries

Requires claimants or their counsel to disclose commercial litigation financing agreements to the court within 30 days of filing a lawsuit or executing the agreement, and provide sworn statements to all parties identifying funders and any foreign connections

Bars litigation financiers from controlling or approving litigation decisions, or receiving confidential materials under protective orders without explicit authorization

Effective date of January 1, 2027, applying only to financing agreements executed on or after that date
