Establishes strict liability for owners and operators of PFAS facilities where releases have resulted in total combined concentrations of 500 parts per trillion or greater of PFAS compounds in groundwater or surface water

Requires PFAS facilities meeting the contamination threshold to comply with federal closure regulations (40 CFR 265.111 and 265.114) for decommissioning equipment and infrastructure that handled PFAS-containing materials

Applies federal closure requirements to tanks, piping, containers, manufacturing equipment, waste treatment infrastructure, air pollution control devices, and building surfaces where PFAS was used, stored, or managed

Updates and reenacts definitions for PFAS, perfluoroalkyl substances, polyfluoroalkyl substances, fully fluorinated carbon atoms, and manufacturing processes in state law

Takes effect 60 days after passage
