Establishes mandatory certification requirements for school business administrators in New Hampshire, requiring either completion of a state board-approved program in business administration at the bachelor's or master's level, or a business degree combined with demonstrated equivalent experience and an individualized professional development plan

Requires certification candidates to submit completed application forms, previous work record, education record, and minimum of 3 confidential references to the bureau of credentialing

Specifies comprehensive competency requirements across 8 areas: educational organization, financial resource management, human resource management, facility and property management, information management, risk management, pupil transportation, and food service

Mandates knowledge of specific New Hampshire laws including RSA 32, 33, and 35 (budget and debt), RSA 273 (collective bargaining), as well as federal requirements including IDEA, ESEA, and various employment laws (FMLA, FLSA, ADA)

Directs the commissioner of education to adopt rules pursuant to RSA 541-A for business administrator certification, with the act taking effect 60 days after passage
