Allows licensed veterinary technicians to administer rabies vaccinations to dogs, cats, and ferrets under the indirect supervision of a licensed veterinarian, rather than requiring the veterinarian to perform the vaccination directly

Removes the requirement that pet owners must complete the pre-vaccination bite disclosure statement "in the veterinarian's presence," allowing the statement to be completed with either the veterinarian or veterinary technician on the same day

Expands the duties under RSA 436:102 to include veterinary technicians in completing rabies vaccination certificates, with the supervising veterinarian retaining responsibility for maintaining records

Requires vaccination certificates to include the signature of either the veterinarian or a person authorized by the veterinarian to provide a signature

Takes effect 60 days after passage
