Defines "out-of-class electric vehicles" (OCEVs) as vehicles with fewer than 4 wheels, electric motors of 750 watts or greater, capable of 20+ mph, that don't qualify as mopeds, motorcycles, electric bicycles, or other existing classifications

Prohibits OCEV operation on public ways and non-motorized rail trails unless the vehicle is reclassified under applicable RSA chapters, meets safety and registration requirements, and operators hold a valid driver's license

Requires sellers to provide prominent disclosure in all advertising and at point of sale stating the vehicle is not an electric bicycle and is subject to motor vehicle laws; failure to disclose constitutes a deceptive trade practice

Mandates safety equipment including headlights, taillights, brakes capable of stopping within 40 feet at 20 mph, at least one mirror, and a bell or horn; operators must wear eye protection on public ways

Sets minimum operator age at 16, requires helmets for riders under 18, and establishes a $250 fine per violation; OCEVs are treated as motor vehicles for DUI purposes under RSA 265-A
