Requires each local school board, public charter school, and public academy to supply and display United States and New Hampshire state flags (minimum 5 feet long by 31 inches wide) at every school building

Mandates compliance with RSA 3-E:2 (federal flag code) for flag display regulations, with U.S. and state flags displayed on separate staffs of equal height where possible, or U.S. flag above state flag on shared staff

Extends flag display requirements to private schools but exempts education freedom account recipients that are not elementary or secondary schools located in the state

Allows schools to opt out of flag requirements for religious or political beliefs if approved by the local school board or governing body

Authorizes school boards to accept monetary donations specifically for acquiring flags and related appliances, in addition to direct flag donations
