Creates an 8-member New Hampshire First for Veterans Number Plate Advisory Commission consisting of 4 legislators and 4 agency commissioners/designees to oversee plate design, fund distribution, and program implementation

Requires participating agencies to submit annual reports on plate sales, revenue, expenditures, and program accomplishments, with a one-time system upgrade cost estimated at $45,000
