Requires at least 15 percent of registered voters to cast ballots on budget-related warrant articles in towns that have adopted the official ballot referendum form of meeting (SB 2 towns) for the measure to pass

Applies the same 15 percent voter participation threshold to school districts operating under the SB 2 system for any warrant article proposing operating budgets or appropriations

A majority of those voting must also vote "Yes" in addition to meeting the minimum participation requirement

Adds new sections to RSA 669 (town elections) and RSA 671 (school district elections) to establish these requirements

Takes effect 60 days after passage
