Creates the "Lift Our Communities Advertise Locally Act" establishing a temporary tax credit for small businesses (10 or fewer employees) that advertise with local newspapers and broadcast media businesses

Eligible businesses may claim a credit equal to 80% of qualified local media advertising expenses, up to $3,000 per business, against Business Profits Tax and Business Enterprise Tax

Total tax credits capped at $5,000,000 per year; excess credits beyond tax liability are refundable without interest

Local newspapers and broadcast media must meet specific criteria including employing at least one full-time local journalist, publishing/broadcasting weekly, carrying libel insurance, and focusing primarily on local news content

Program applies to tax years beginning January 1, 2027 and automatically repeals January 1, 2030
