Codifies the Department of Justice's procedure for submitting and reviewing complaints of criminal misconduct by state officials and state, county, municipal, and local law enforcement officials to the Public Integrity Unit

Requires complaints to be submitted in writing (mail or email) with complainant's name, address, and telephone number; anonymous complaints generally will not be reviewed

Establishes a preliminary review standard requiring "reasonable suspicion to believe that further investigation will lead to probable cause that criminal conduct has occurred"

Authorizes the Department to investigate matters itself, supervise or assist other law enforcement agencies in investigations, or refer complaints to county attorneys or appropriate agencies

Specifies disposition options after investigation including prosecution, referral for prosecution, referral for administrative action, issuance of investigative findings report, or closure without further action, with written notification to complainants required
