Exempts motorcycles with a manufacturer's model year more than 20 years old from the current calendar year from needing a certificate of title in New Hampshire

Amends RSA 261:3, I by adding motorcycles over 20 years old to the list of vehicles exempt from title requirements

Would result in an estimated $60,000 annual decrease in Highway Fund revenue, based on approximately 1,700 titles issued annually at $35 each

Local municipal revenue would decrease by less than $10,000 per year due to reduced Apportionment A distributions

Takes effect January 1, 2027
