Reclassifies neonicotinoid pesticides (including acetamiprid, clothianidin, imidacloprid, and thiamethoxam) as "restricted use," limiting sales to licensed dealers and application to state-certified applicators only

Prohibits use of neonicotinoid pesticides for any non-agricultural purpose

Bans neonicotinoid use on all state-owned, leased, or managed property including parks, forests, and highway rights-of-way, with exceptions for invasive species control, structural pest control in buildings, and approved exemptions

Requires the Department of Agriculture, Markets, and Food to develop an educational program about neonicotinoid impacts on pollinators and promote alternatives and integrated pest management practices

Establishes penalties including misdemeanor charges for individuals, felony charges for other entities, civil forfeitures up to $5,000 per violation, and administrative fines up to $1,000 per violation; effective January 1, 2027
