Proposes a constitutional amendment requiring all ballots to be hand-counted, serial-numbered, and include a perforated tab that serves as a voter receipt matching the ballot serial number

Mandates ballots and election records be retained for 60 months in 24-hour electronically surveilled, secured storage areas, accessible to registered voters by appointment for viewing and recording

Limits polling locations to 5,000 lawful voters and requires poll workers to be randomly selected from the current voter checklist

Requires the Secretary of State to provide all serial-numbered ballots (municipalities cannot print their own), track all ballots pre- and post-election, and publish annual findings in non-voting years

Establishes mandatory post-election citizen audits of at least two randomly selected municipalities per county, and references compliance with Presidential Executive Order 14248 (March 25, 2025) on election integrity
