Prohibits state agencies, counties, cities, towns, and other political subdivisions from purchasing or acquiring drones and unmanned aircraft systems not on an approved "cleared list" effective January 1, 2028

Requires the Department of Safety, in consultation with the Department of Administrative Services, to create and maintain a cleared list of approved drones by January 1, 2028, updated at least every 6 months

Drones qualify for the cleared list if approved through the Department of Defense "Blue UAS" Program, compliant with the National Defense Authorization Act of 2024, or determined by the Department of Safety to present no security threat

Contracts for drone purchases violating these restrictions are void and unenforceable, and no state funds may be used for non-compliant drone acquisitions after January 1, 2028

Estimated state expenditure impact of $500,000 to $1,000,000 per year from the General Fund to replace existing non-compliant drones and administer the program
