Prohibits denying qualifying patients, caregivers, or other registered participants in New Hampshire's therapeutic cannabis program the right to purchase, possess, carry, or transfer firearms and ammunition under state law

Bars state and local agencies, employees, and law enforcement officers from expending resources or assisting in federal enforcement of firearm prohibitions against qualifying therapeutic cannabis patients

Grants the Attorney General authority to intervene or provide defense for qualifying patients facing federal prosecution under 18 U.S.C. section 922(g)(3) solely due to their participation in the therapeutic cannabis program

Declares that firearm rights are an essential element of implementing the therapeutic cannabis program, and that federal actions criminalizing such rights would be construed as preventing state implementation of the program

Takes effect 60 days after passage and includes a severability clause if any provisions are held invalid
