Establishes new Chapter 374-I, "Energy Security and Clean Energy Standards," to prioritize domestic energy sources and minimize reliance on foreign adversaries for New Hampshire's energy supply

Requires energy sources serving New Hampshire customers to be affordable, reliable, dispatchable (available on demand), and must include hydrocarbons as part of the energy mix

Defines "reliable" energy as sources maintaining at least 80% performance that are not subject to intermittent availability or daily weather variations

Mandates nuclear reactor fuel be sourced primarily from North America and prohibits sourcing from foreign adversary countries as designated under federal law

Expands the definition of "green energy" for state programs to include nuclear power, natural gas, and hydrocarbons that meet Clean Air Act standards alongside traditional renewable sources
