Creates a new license requirement for massage, reflexology, structural integration, and Asian bodywork facilities operating in commercial locations in New Hampshire, with licenses issued within 14 days of application

Prohibits persons convicted of prostitution or human trafficking-related crimes in any state or country from obtaining a facility license, requiring applicants to affirm they have no such convictions

Makes it a misdemeanor to operate such a facility without a license or to allow persons to reside in a commercially-located facility

Requires the Office of Professional Licensure and Certification to adopt rules including application procedures, fees, disqualifying convictions, and inspection procedures for complaints

Estimated state expenditures of $403,000 in FY 2027, $316,000 in FY 2028, and $326,000 in FY 2029 for three new staff positions and two vehicles to support inspections
